STANFORD, Calif. - President Obama is planning to hand the U.S. Commerce Department authority over a forthcoming cybersecurity effort to create an Internet ID for Americans, a White House official said here today.
It's "the absolute perfect spot in the U.S. government" to centralize efforts toward creating an "identity ecosystem" for the Internet, White House Cybersecurity Coordinator Howard Schmidt said.
That news, first reported by CNET, effectively pushes the department to the forefront of the issue, beating out other potential candidates including the National Security Agency and the Department of Homeland Security. The move also is likely to please privacy and civil liberties groups that have raised concerns in the past over the dual roles of police and intelligence agencies.
The announcement came at an event today at the Stanford Institute for Economic Policy Research, where U.S. Commerce Secretary Gary Locke and Schmidt spoke.
The Obama administration is currently drafting what it's calling the National Strategy for Trusted Identities in Cyberspace, which Locke said will be released by the president in the next few months. (An early version was publicly released last summer.)
"We are not talking about a national ID card," Locke said at the Stanford event. "We are not talking about a government-controlled system. What we are talking about is enhancing online security and privacy and reducing and perhaps even eliminating the need to memorize a dozen passwords, through creation and use of more trusted digital identities."
The Commerce Department will be setting up a national program office to work on this project, Locke said.
Details about the "trusted identity" project are unusually scarce. Last year's announcement referenced a possible forthcoming smart card or digital certificate that would prove that online users are who they say they are. These digital IDs would be offered to consumers by online vendors for financial transactions.
Schmidt stressed today that anonymity and pseudonymity will remain possible on the Internet. "I don't have to get a credential if I don't want to," he said. There's no chance that "a centralized database will emerge," and "we need the private sector to lead the implementation of this," he said.
Inter-agency rivalries to claim authority over cybersecurity have exited ever since many responsibilities were centralized in the Department of Homeland Security as part of its creation nine years ago. Three years ago, proposals were were circulating in Washington to transfer authority to the secretive NSA, which is part of the U.S. Defense Department.
In March 2009, Rod Beckstrom, director of Homeland Security's National Cybersecurity Center, resigned through a letter that gave a rare public glimpse into the competition for budgetary dollars and cybersecurity authority. Beckstrom said at the time that the NSA "effectively controls DHS cyber efforts through detailees, technology insertions," and has proposed moving some functions to the agency's Fort Meade, Md., headquarters.
Now you all know damn well this has nothing to do with private citizen's security. What this is, is a blatent attempt to spy on the citizens of our great nation. To identify any one who blogs or is part of forums or even writing someone e-mails that talks of disatifaction with the present socialist leaning administration. | Security my arse! Just another way for this bunch of idiots to place more info in their database so they can accumulate more info and target taxpaying citizens as subversives. I for one would choose to disband this mess and try to save the taxpayers dollars for something a little more worthwhile! JMHO!! | |

| The best we have right now is the Pubs in the House. They also have control of the money spent by these idiots! If there is legislation that is passed by the governing bodies, the only way right now is to stop the flow of money to pay for a particular piece of legislation. Without money there is no legislation to enact and no way to pay for any of it!! Until we gain back the Senate, this is the tried and true method for using to stop the runaway spending! | |

| I think it's extremely arrogant of him to step out and say "He's got the solution", what an idiot. Does he have any idea of the problems to be dealt with in China and North Korea regarding the internet? He just continues to show his ignorance when he says things like this, will he ever learn?
However, forget for a moment the solution he's proposing. Now, think about the problems with the internet and believe me there are too many to count. There must be an international group created manage & tame this monster, IMO. The abuse is horrible and these social networking sites create a lot of opportunity for these creeps to do their thing.
The largest obstacle being faced today is 1. What can be done? 2. What should be done? 3. Who should do it?
IMO, which ever country can lead the world to create this governing body will gain the respect of the world and I can't think of any country better than ours to lead the way. Obamadinks way is certainly not even thinking about but he's already made the comments. I suggest he go hide somewhere with some of his international buddies, if he's got any (which I doubt because of his arrogance) and figure out how to approach the world community. Don't get me wrong here, I'm not advocating anything like "A New World Order". that would be stupid but something has got to happen, let's face it computers may be taking over. What does the future look like with an unregulated internet? | |

| Point well taken VV. I for one dont care much for the advertising tactics that the web has incorporated into every place that I go. I mean all you need to do is just brush up against a ad window and it enlarges in an instance. I find this very distracting and highly irratating. Our own home page here has this pesty thing at the top of the page. Then there is the pirates trying to steal your life away. Also the tracking cookie, thank the Lord for security programs and the delete toolbars, if it wasn't for them we would have more spies in our computers than programs. It seems to me that todays web is like the wild west, all kinds of gunslingers and very little in the way of marshalls and sheriffs to go around. | |
